Paypal decision on claim impossible to fulfill

Bought a bike frame which got damaged in shipping(bent). Talked to the seller who was going to contact the shipping company for compensation. Heard nothing from the seller. Contacted them multiple times with no response. Contacted the shipping company who hadn't heard from them. Started a Paypal dispute and tried to come to a resolution but they were rude and deceitful and started a Paypal claim. Got an email from Paypal stating that the claim got solved in my favor and I was getting a full refund. I'd just have to send the product back. In the email from paypal it also states that the product has to be in the same shape as it got me in. The only issue is that the product needs to be modified to be used and I had to modify it to discover the damage, which is clearly stated in the conversation with the seller. Then I received an email from the seller stating that if I returned it they wouldn't accept it and file an appeal with paypal since it was modified. Called Paypal they said they would fix it. Then I got an email that the case had been closed since I didn't give them the shipping number. Called customer support again and they said they would open it for appeal. Got directly closed since I didn't send the shipping number. Asked again and they would do a re-appeal and that I'd get info through email which was also closed because I hadn't sent the shipping number. What do I do now? Any advice is appreciated!

If you funded your paypal payment via a credit card then maybe consider talking to your card issuer for a chargeback?
