The payment is from a relative who gave it to me to make a transaction. PayPal is currently preventing me from making a refund, or sending the money, and they also don't tell me what the problem really was.
I have had paypal properly verified since 2019, they always withhold the transactions I make and I constantly have to make refunds. My country only has a connection with one bank, so I must make transactions in other ways that PayPal allows me to enter or withdraw money.
