PayPal scammed me and not returning my Reserve funds.

I need a evidence that I have done the violation for which PayPal is not returning my reserve funds of $759.84 USD to my Business Account. Because your customer care says they don't see any violation on my part under the PayPal Purpose code (PO804 - Repair and Maintenance of Computers and Software) . My Business was totally related to receiving the payments of providing the services related to repair and maintenance of computers and software which includes installation of Wifi enabled Home security Camera's and providing other Computer Network/Information Services purely based on Customer's demand which were raised through our company's support website on Google and Bing search EngineYour violations may include the sale of prohibited Adult or Offensive Content, Drugs, Counterfeit Goods, etc. 
My partner also hold a sole proprietorship PayPal account and PayPal told him to return the reserve funds of about $600 USD. We both fear that PayPal will do the same thing after the expiry of 6 Months.
So, total loss is $759.84 + $600 USD = 1359.84 USD, so how should I protect myself from this scam. 
 
Moreover, I have many more friends who are using PayPal under the same Purpose code (PO804 - Repair and Maintenance of Computers and Software). So it means PayPal will scam all those Persons at the last. I will never let do the PayPal to scam innocent users. 
 
I have not broken any of policy agreements. In accordance with Indian regulations, Our Company selected a purpose for its PayPal transactions (i.e. purpose code) which was essential. By choosing a purpose code, we helped the Indian regulators in identifying the exact nature of my cross-border transaction.
 
How PayPal can scammed me for such a big amount ? I need answers and need my money back else I will not provide the service to the customers .
Is there someone else as well who are scammed by PayPal earlier as well. There is no right to PayPal to not to return the reserve funds when they charge for dispute fightback.
 
What should I do now as PayPal customer care blocked me from calling them when I asked for their reply as why they are not telling me which policy I violated ? I was also ready to sent them the acknowledgement emails sent by customer for their Payments, but they customer care agents were not ready to listen if they were clearly instructed not to  Should I call my customers and ask them to get a return from the PayPal through the Bank or Not ?
