PayPal communication

Hello,
I've reported an issue with one transaction, and since the seller didn't respond I've escalated it to PayPal. but after one week PayPal just closed the case without giving me any explanation or details.

Is this how PayPal handles things?

Add to that the fact that I can't reopen the same ticket or raise another one related to the same topic.

it really feels like I'm in the dark on this one.
