Parmanent Account limit

Feeling extremely disappointed.

Why is it that whenever I try to open a PayPal account it brings a permanent limitation even before I finish the process? I have tried opening PayPal account with different email addresses but the results are the same.

Kindly help.

If you have been permanently limited then paypal are no longer offering you their services so you are not allowed to try and open more paypal accounts.
