Opened an account on the wrong region, can no longer use PayPal

So for whatever reason my browser Safari, or the web engine Google, don't know which to blame, instead of taking me to my Mexico's Paypal sign-up page, instead directed me to Hong Kong's, and because it was showing in English which is my computer's language I assumed everything was fine and I didn't see the tiny Hong Kong flag in the bottom. Which means I opened the account on the wrong region and now it is permanently limited and I cannot close it, I couldn't even add my bank information nor had I even received the email confirmation before it happened and I could figure out I was in the wrong region. Is there anything I can do to close the account and start a new one on the proper place or am I just now permanently banned from Paypal because that would really suck as a Freelancer.

You can't close a permanently limited account but no harm in opening another one in the correct country.
Advice is voluntary.
