Sadly unlikely that would happen. Paypal limits the account to stop you removing anything from it.
They don't want you to be able to use anything linked to it to try and open another Paypal account against their rules.

Sir , Is there a way I can get or use my account again? Actually I tried to upgrade to business acc where I don’t have any business in real, it’s just online surveys I do to make online money . Initially I had a basic account with PayPal but then I notified I am not eligible to receive payments unless I have a business account . Please help . Thanks .

You need to contact customer services to resolve any limitation or account specific issues.
Click help / contact bottom left of Paypal pages for options available for your country.

I still can’t delete my account but as long as there is no fraud happens I can understand their policy of not deleting account so that I don’t create again . But I’m so disappointed by this policy and initially when limited my account , when in fact I provided all relevant docs

I understand that your account has been limited and you are unable to remove your bank account.

When your account is limited, the information associated with it, such as your email address and financial details, cannot be removed while the limitation remains in place. If you are asked to complete steps to restore your account's functionality, please do so. Once your account limitation has been resolved, you will be able to remove any credentials associated with it.

If you have been advised that your account has been permanently limited, it will not be possible to remove your information. This is to prevent the circumvention of our security protocols. Please note, however, that all of your information is protected by our security system.
