The document isn't available for me to look at here for some reason, but I can almost answer anyway, that it is most likely fraud.

Where did you receive this document, and what is it? Do you have any issues displayed in your account when you go directly to PayPal.com yourself and log in?

If you don't have any notices in your account dashboard when you log in, then there's nothing you need to be doing with any "documents".
