Illegal, fraud, phishing, security violation?

A refund was refunded incorrectly, the amount was put in an account only accessible if I give further personal bank info and not back to the original form of payment even when a supervisor did an audit, admitted PayPal made the mistake, but won't correct it. Is this legal? Is this phishing? Is this fraudulent? A personal security violation?
