I don't have/(understand how to get) a digital copy of the POI?

I need to prove my identity and I'm up to the last part but I don't understand how to get a digital copy of either my birth certificate or drivers license and I don't have access to the other documents quite yet

Take a picture or scan the birth certificate or license, then log in to PayPal website from web or mobile browser, navigate to the Resolution Center case to select the image and upload.
