I can't properly verify my identity.

I'm new to PayPal and I've been having the same issue for the past few weeks. I verified my identity on the app. PayPal after the fact said I didn't and every time i try to re-do it, it says "Were still reviewing your info". I would like to get a PayPal cash/debit card, but this issue is making it impossible to get one.

You need to contact customer services to resolve any account specific issues.
Click help / contact bottom left of Paypal pages for options available for your country.

Or have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.
