How to appeal 'politically exposed person'

Has anyone discovered a way to appeal the 'politically exposed' account limitation?

 

I keep getting flagged even though I'm in no way a politically exposed person. My partner is a former defence member and has never had his accounts flagged but mine always do. It just seems like a data grab to get my photo ID which I refuse to do. 

 

Customer support is useless, they just send the same "just give us your papers" line and leave. I'm finding more and more places are using paypal only and I have no way of using their services with these stupid blocks (I've tried creating alternate accounts and they keep flagging them!)

Paypal have a legal responsibility to confirm identities so if they are requesting photo i.d then you either supply it or stop using Paypal?

Then why don't they make it a requirement for everyone? I know dozens of people who have NEVER had to supply identification to PayPal, so why me?

 

There is zero reason why they need this of me, I don't fit under any category mentioned in the legislation they cite. They have unfairly restricted my access to a service which is not applied to other people. I want to appeal the decision not just cave in to their over the top demands
