How do I report an account known for tricking people into receiving donations?

I have found an account who claims to be a trans woman in need of money but they always use the exact same messages to gather sympathy and keep making new Twitter accounts that are pretty much the same, and always message people asking to donate to the same PayPal email. Apparently this has been going on since at least 2021! Yet I can't find a way to report the account since sending donations or through friends and family isnt protected. But there's evidence of their behaviour as plenty of people on twitter shared their experiences. Yet the account is still active. Anything that can be done?

Sadly many folks send gifts of money to strangers via donations or friends/family.
Not a lot you can do about it if they are silly enough to do so without doing any checks first.
Advice is voluntary.
