How can I withdrawal funds from a permanently limited account?

My account was permanently limited. Customer service people can't even tell me why. I want to withdraw my funds, but I can't. Is that even legal?  It's kinda like PayPal just stole my money.  No wonder their stock is tanking.

There crooks need to get class action going again they already lost one a few years back for the same reason
