The name listed on your PayPal account must match your own legal name.
It looks like a permanent limitation has been placed on your account. Unfortunately, this is not something we could take action on via the PayPal Community Forum.
When a permanent limitation is placed, all relevant information is shown in the screenshot you have sent above and in an email that you would have received from PayPal when the limitation was placed.
However, if you feel a mistake has been made and you need to contact our Customer Service team, you can do so. Please just keep in mind these are generally decisions that would have been fully reviewed by the relevant team. To contact our Customer Service team, click 'Help' or 'Contact' at the bottom of any PayPal Webpage.
