Held funds are now a fee to Paypal because they permanently banned my account!

Im so freakin mad!  So in May they said I violated the acceptable use terms - even though I had been operating my business for over two years.  They held my last transaction ($700+), money I made and now I see that they paid themselves the total amount as a fee for the violation!  What the hell!  I have tried to start a case but I cant because I essentially dont have an account with PayPal and I cant get through on the phone.  This is wrong.  Fine -kick me off your dumb site, but hold my funds and decide ALL of it is to cover a random fee violation??  Does anyone know how to fight this??

As per the user agreement Paypal do confiscate funds under this policy if you have violated the acceptable use policy.
