First time Paypal personal account permanently disabled without any activity.

I've created a new Paypal account, and this is my first paypal account, and have made no transactions on it yet. Soon after uploading my identity proof on the dashboard, I received and email saying my account is permanent disabled and only states violation of user agreement as the reason. I'm not sure what I did to voilate the user agreement since there has been no activity by me on Paypal. How can I resolve this issue?
