Faulty e bike conversion kit

So, i bought an e bike conversion kit, that did not work, after long conversions with the seller, that did not go anywhere, i started a refund process. Yesterday i got an message from paypal that i should return the items "as they were recieved" and pay for the return shipping. Obviously i can not do that since the kit is already installed (how else could i know that it does not work). What can i do, i have sent countless messages to paypal and they do not seem to even understand the case. Last message said that the buyer protection complies for example with "items that do not work", well that is exactly what happened, but still will not get any help.

The dispute stage is to negotiate and sort something with your seller.
Once escalated to a claim the only option paypal give you is to return everything that you received and send it back trackable (to prove delivery) to the seller for a full refund.
They will help with return costs if you activated the 'return shipping' link in your paypal account before you made the transaction.
Advice is voluntary.
