Fake account set up under my second email

So I have my main email that my actual PayPal account is attached to. No problems with that one and I've changed all my passwords. So yesterday I logged into my second email (no legitimate PayPal attached to this email) and have recieved 3 emails from PayPal. 1. New account created 2. Confirm email address 3. Payme link. The emails are legitimately from PayPal and not phishing emails. Of course I've spoken with PayPal about this fraudulent account and i am beyond frustrated. I have explained this 7 times now to 2 different people and they keep coming back with irrelevant replies whilst simultaneously failing to grasp what's being said. First they said having looked at my account the emails are not from PayPal. So i said you're looking at the wrong account. She's looked at my actual account and not the fraudulent one. She confirmed this and also confirmed an account has been created using my other email and name. She then transfers me to a "specialist". This so called "specialist" failed to read what was being said and responded with an irrelevant cut and paste assuring me that "your account is safe and hasn't been suspended" despite me having not said my account is suspended and nonsense about phishing emails. I've then explained to the "specialist" again whats happening. Yet again they fail to grasp what's being said and came back with yet another irrelevant response- "I see that you have added 2 email IDs in your PayPal account IDs: x@gmail.com and x@icloud.com, you can go to your PayPal account and update your email ID, Also, email ID: x@gmail.com that you are referring is not added in your account. In order to close the email ID or PayPal account, I would recommend you to call us on...." So I have once again explained what's happening and how I am at a loss as to why PayPal are seemingly incapable of reading what's being said. They keep looking at my actual account and not the fraudulent one. Now they're ignoring me. Meanwhile that fraudulent account is sitting off. I've tried to get into it doing password reset but it says "unable to confirm its you". Ive checked the emails closely and they are legitimate NOT phishing. What can I do here? PayPal are seemingly incapable of grasping simple English..

So I put in a complaint and this is how they responded: "Dear Customer, This is in response to your request for the documentation that was used during our investigation of your claim of unauthorized account access. Attached are the requested documents. After reviewing your account, I am unable to determine which transaction you are referring to. Please reply to this email with the following information about the transaction: Transaction Date:Email address for other party involved in this transaction:Transaction Amount:Claim ID With this information we will be able to research the transaction and provide you the information you require. We apologize for any inconvenience." Clearly this response is irrelevant. Seriously are paypal OK? I'm considering closing my actual account now because if something goes wrong with it is this the kind of stupidity I can expect to deal with?
