Paypal covers you for non receipt of item OR item received but not as described, neither I believe apply in your case.
If you had filed a dispute for non receipt of item 2 weeks after payment if the item had not been sent you may have received a refund but you chose to wait until you had the item so that can't apply now.
If you raise a dispute for item received but not as described then during the dispute stage the seller can 'offer' you a part refund. If they decline and you escalate to a claim then if you win the only option paypal gives you is to return what you have received back to the seller (at your own expense and trackable to prove delivery), before you get a refund. Paypal does not get involved in part refunds.
