Doubt regarding Paypals way of doing business

Paypal allows anyone, literally anyone, even a 12 year old child to create a Paypal account and start doing transactions. Whether it be sending money or receiving money. If the user's country doesn't allow sending or receiving they can even create a account on a different country and use paypal. But after a certain usage milestone has reached paypal start putting limitations on the account and even freeze the funds. This basically leads all the parties associated with that account to trouble, buyers and vendors.
I'm asking why do Paypal let the users do business first then freeze their accounts? Does paypal want to steal those frozen funds? Is that how paypal earn money? It's a very scam heavy business model. Why can't paypal be like other payment gateway providers, like payoneer. They don't allow users to do any transactions unless they are a verified user.

I wouldn't advise you to use PayPal.
They limited my account for no reason and I was unable to do anything. Without any explanations, I emailed and called for weeks only to be told that they cannot tell me why I was limited as it was confidential?? They held my money for 180 days just in case there are refunds.
It's now 180 days later and they took all the money that was held (I had no disputes or refunds). They said it was because of the damages that I caused.. what damages? I contacted them by their contact number again to ask why all my money was gone (a couple of thousand pounds) and the response I got was they don't know. they have forwarded it to the team that deals with this.
The team that deals with this cannot contact me, I cannot have contact with them. They do not give their contact details or anything. Strongly recommend that you get off this platform as soon as possible. They really are a very shady organisation.
I'm going to sue them if I don't get my money within 7 days. I would strongly advise that you no longer use Paypal.
