So need to find out how to open my paypal account unt as it had been suspended or closed the email stated you can no longer use paypal so need to know how to sort this out

That would be a permanent limitation message meaning paypal are no longer offering you their services.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
