An already ban Account get ban again?

I have received the mail that i am eligible to withdraw my funds after 180 days. But when i contacted the support it tells me that my account is again get ban? How is it possible that a ban account get ban again? Please help me to get the funds. I just want to attach the new bank account to withdraw my funds

Log out of all accounts.

Click “Call Us” option on the bottom.   
Click “call us as guest” link.

Ask to speak with customer service agent and tell them you received email about withdrawing funds after 180 days and you need help to link bank account or card to withdraw funds.

I have contacted the PayPal team on Facebook a person name Arjun said to me to mail us including this info "[removed] with the subject line "ATTN::ARJUN, ref: PSCC".

After mailing they just send me the message that my account is again ban for 180 days. I am so much disappointed I have waited 180 days to get my funds but now they are asking that my account is ban again.
