Am I protected if I pay rent by PayPal?

I will be renting an apartment for one year in Puerto Vallarta, Mexico. I will pay the first and last month's rent before I get the keys. I have seen the apartment and everything is good, but I will be returning to the U.S. before the unit is ready and I can get the keys.
If I pay via PayPal and the landlord does not live up to his obligation, am I protected by paying via PayPal? Is there an extra level of protection if I make the payment with my credit card via PayPal? I understand there is a 2.9% fee for using my card, but I would be willing to do this if there is an extra layer of protection.

Legal (bottom right of Paypals pages) > user agreement > buyer protection.
