My account had been limited for none of the reasons listed 1- dispute with a customer 2- suspicious transaction 3- multiples accounts 4- previous account limitations I tried the resolution center but nothing to do. I have this message you can not use PayPal anymore. Even texting the customer service is not working please kindly help me
Most common reasons for an account limitation are:-
1. You have a previously limited account (temporary or permanent) and you have tried to open a new account and not resolved the issues with the other account first. 2. Using a VPN. 3. Not being in the country where you have opened a Paypal account. 4. Being under 18. 5. Having 2 Paypal accounts or more of the same account type.
If none of those then.........
You need to contact customer services to resolve any limitation or account specific issues. Click help / contact bottom left of Paypal pages for options available for your country.

I tried all these ways they replied there is nothing they can do and they are unable to tell me the reason for why they decided to limit my account permanently. I even requested them to review but nothing. I can not do anything. I have none of the issues you listed. I have been using paypal for months and I never encountered any issue.
