I had been with Paypal since 2002. I didn't sell anything and i did not buy anything. I sent small amounts, like $10, to some people to help them, that's all. Paypal suddenly permanently restricted me. They extended that to the other companies they bought, so i am blocked in Xoom and Venmo as well. It was arbitrary without ever investigating. They just looked at something and decided and that was it.
