Account Limitation due to Scam

Hello!
It's been a year since I got scammed and had an Account Limitation, I felt helpless then and didn't try to dispute it. However, I read in reddit that there is hope for my PayPal account if I were to contact them using my contact number registered on the account. I'm from the Philippines and I tried this but it said that account limitation concerns aren't available through call at the moment.
To recount how I got the account limitation, I had a transaction with a facebook page with 5k followers and likes so I didn't think that it would be a scam. I was planning on buying an online account, worth $100. Since I trusted the facebook page with a lot of followers, I figured I could just send the money first and get the account after. On the first day, they said that there seems to be an issue and they can't get the money. As this was my first time, I didn't really understand that there was a waiting time of a couple of days before they are supposed to get the money.
They weren't giving me the online account at this time so they said that I should refund it and just send it to another PayPal account. I didn't think this was any issue because it seemed like it was just sending your money back and there was no harm done. I resent the money again and they told me that there was still an issue and that I should send it back to the first Paypal account that they gave. I got refunded again and I sent it to the first paypal account and that's when the account limitation hit and they stopped responding to my messages, that's when I figured I got scammed. I have done transactions in the Philippines where I got scammed, I wasn't really concerned with the lost money at the time however I didn't think that I would get banned from PayPal.
Is there anything I could do to fix this?

Sorry for the delayed reply, I've been looking at ways to use contact us but I can't seem to use it. I tried using the Report A Problem button but it just leads me back to past activities. I've also read the FAQ regarding account limitation and it says that there's an email regarding this. I checked my email and what I got was an email directly the day I tried to refund, knowing that I got scammed, saying "You can no longer do business with PayPal". I remember that this email was sent immediately after I tried to refund last year because it was very confusing to get limited after getting scammed, I remember I also tried to contend that I got scammed however that wasn't acknowledged since my account was already limited. Is there still any way I could resolve this?
