Account Limitation after 180 Days

My account has been permanently limited since Jan 28th, 2022.
I received an email from Paypal - " If you have funds in your PayPal balance, it will be held for up to 180 days. After that, we’ll email you with information on how to access your funds." It has been around 210 days. I made 3 calls after 180 days.
The customer representative repeatedly said they help me open a case and send it to the back office. However, once I made a call afterward. It seems like there's not even a case ever opened with my account.
What am I supposed to do? Is there a way to solve it?
