does paypal send you an email if the person who's sending the money cancelled the payment

Hi,
I received an email from this account "[removed]" about a cancelled payment that i was waiting, saying "the transaction is failed due to waste of time, server needs accuracy". I was suspecting that the person who was sending the money was scamming me because he was asking to pay a 200€ fee to receive the money and the email has a weird layout. Is the email legit or is it fake? If the person cancel the payment is it possible that I'm the one receiving the email? Or its just his attempt to make me pay?
