What is my rate with these numbers? I thought it was 2.9% plus .30 (Sandbox)

Why is my PayPal fee so high if the rate is 2.9% plus .30 cents for sandbox accounts?
 
Gross Amount: $10.71 USD
PayPal Fee: -$0.86 USD
Partner Commission: -$0.10 USD
Net Amount: $9.75 USD
