WebHook Events delayed/not received in SandBox mode

I bought 2 subscriptions using the paypal button and the subscription has been created correctly.
However, I have received only one of the two events related to "PAYMENT.SALE.COMPLETED". In particular I received the first one with a significant delay, more than 12 hours.

Am I the only one who is having this experience with webhooks in sandbox mode?

UPDATE:

Now the second event has arrived 1 and a half hours late...
In such a way it's practically impossible to test the integration!

PS: Another strange thing is that the status of the event is always pending, even if my server correctly gives a response of 200OK.
