Unable to create new sandbox accounts

Hello,
I am unable to create a new Sandbox account at developer.paypal.com. I can start the account creation process, but the "Create Account" button at the bottom is greyed out. I can't create buyer or seller accounts.
I have seen this other post, where the issue was said to be fixed, but it is not.

It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
