Unable to Create Sandbox Platform Application error id: 5e45d0277439e

Whenever I try to create a platform and only a platform sandbox application I receive the following error

"Something went wrong creating the application. Try again.

If you wish to report this error please include the following error id: 5e45d0277439e"

merchant sandbox applications give me zero problems however
