Sandbox not working?

The PayPal status page shows that the Sandbox is fully functional, but I have been having issues with IPNs taking 10 or more minutes since late last night, and for the last hour I have been receiving errors when my site sends a request to Sandbox to login for a transaction.

As of a few minutes ago, I'm not longer getting the message:

I simply return to the login screen...

Now I am seeing no login functionality, at all, with a message:

Things don't appear to be working at the moment. Please try again later.

Yet the Status Page still lists everything as "Operational"...

It would be great if someone could confirm there is an issue using Sandbox with IPN

There was an issue with both account creation and payment flows, both of which have now been resolved.
