Thank you for posting to the PayPal Sandbox Community.

We are aware of an issue with Indian Based accounts and verifying Visa Cards. At this time we do not have any test cards that can process INR or that are able to be verified for Indian Based accounts.

We are actively working on getting this resolved.

If you comment your Merchant ID from your Sandbox Account, I can ensure that your account is added to the list of Sandbox Accounts impacted by this issue.

Hello,

I have some good news. The PayPal Product Engineers have just recently added some test cards that will work with INR in Sandbox.

If you need to test with INR you can now:

1. Go to https://developer.paypal.com
2. Log into the dashboard
3. Go to the Credit Card Generator
4. Choose one of the Cards for INR
5. Use the information to run test Sandbox Payments
