PayPal IPN receiver_email field is not included in the request

We have moved from testing with the IPN simulator to a sandbox account. However, although the request is being sent to our host, it is missing the receiver_email field.

 

Does the email address need to be confirmed for that field to be included? We put that check in place as per the recommendations to prevent fraud, but now it is blocking our sandbox testing because the requests are being rejected due to the missing field. The email address we used is [removed].

 

If the issue isn't due to the lack of email confirmation, what else could be doing this?
