When a payment request is sent to PayPal. It is up to the merchant to provide either the delivery address to PayPal and/or to make the delivery address filling mandatory to complete the transaction.
Depending of your integration (Express Checkout, Website Payment standard, etc) this could take different form, for example :
- Express Checkout (NVP) :
