How do I Create pay pal button?

Hello, I hope some one can help me. I need to create a pay pal button but I don't seem to have that feature as an option to create a button. Whenever I try create one it says I need to log in but Im already logged in. Does anyone know why I would have limited features?

Hey Any reason I can't create Smart Buttons anymore and if you try on the make a PayPal button page it just redirects to the integration page in the developer site
