Hosted card fields issue ( paypal.HostedFields.isEligible() is always false )

Hello,
I am testing the hosted card fields sample code in the docs using sandbox business account/app client ID.
I am unable to get the hosted card fields to render as paypal.HostedFields.isEligible() is always false.
I have tried creating a new sandbox business account and app (I made sure they are business and not personal) but it still does not work.
The JS files are exactly the same as in the doc samples and the script tag is as follow.

There is not much in the forum about this issue. Any help would be appreciated.
