Can‘t use the test card in Sandbox

Hi, I generated a test cared in https://developer.paypal.com/api/rest/sandbox/card-testing/#link-creditcardgeneratorfortesting.

But when I used this card in paypal form. there is an error ' We weren’t able to add this card. Check all the details are correct and try again or try a different card.' I tried many times, the error is still there.

I am facing the same issue. I am using the Random Card generator tool, ensuring that the Card location and the address belong to the same country, but to no avail. Tried with at least 15 different cards using the Paypal tool but none of them worked. Same error as always:
