Buyer Sandox account hasn't been completed

Hi,
I've created an sandbox account, but today (3 days after) the test buyer account is still being processed.. this is normal?

No, this is not normal but we did experienced some technical issues around the date you submitted this query which may have resulted in accounts not being created correctly.
Please try again today if you have not already done so and update me should the issue persist.
Ensure to use a unique email address on the account, you cannot re-use email addresses within the sandbox environment.
