Hi,
I am getting authentication error when trying to an authorization request on Paypal sandbox environment.
Error message: "Authorization failed due to insufficient permissions"

Thank you for contributing to this post. I have enabled Reference Transactions and Future Payments on your Sandbox Account and Sandbox Rest API App.
If you need Reference Transactions added to your live PayPal Account, go this this link: https://www.paypal.com/smarthelp/contact-us scroll down to the bottom, and click on Call Us, call us as a guest, and call the phone number listed.
Once you have Reference Transactions enabled on your live account, you can have Merchant Technical Support add the scope to your Rest API App.
- Go to this link: https://www.paypal-techsupport.com/s/?language=en_US
- Click on Contact Us
- Click on Log in with PayPal
- Log into your live PayPal Account
- Click Contact us
- Choose PayPal in the first question
- Add the Subject of "Please add Future Payments Scopes to my Live Rest API App"
- Add a Description that you need Future Payments Scopes added to our live Rest API app. Make certain in the description that you include your live Rest API client id.
- After you fill everything in
- Click Submit
