HOW TO CONTACT ANYONE IN ORDER TO RESET YOUR PHONE NUMBER??

I haven't been able to reset my phone number on TWO other paypal accounts because I was logged out every time and unable to  contact ANYONE in any way (I have tried EVERYTHING) - how do we get a hold on customer service?? Messaging doesn't work, Facebook neither, Twitter neither and phone even less
