Paper Statement Fee in Colorado?

Paypal new Paper Statement Fee appears to be illegal in Colorado. Anyone else see this as the next class action lawsuite?

According to CO law, it appears that a fee can not be issued for paper statements.  Has anyone seen an exemption written somewhere in the new FEE paperwork for Colorado?

Would you have a list of States or a web site that have also stopped paper billing fees? I live in Illinois

I did a search for colorado and credit paper fees and found some info.  Not sure about other states but a google search would probably show if the current state that you reside in makes it illegal.  

I went ahead and turned in Paypal to the Attorney General's office in CO.  I guess we will see what happens in CO with Paypal.
