Solving the comma problem

When I download PayPal transaction history to excel, the values appear as text with a comma instead of a numbers with a decimal point. Is there any way to fix that aside of manually, one by one?

the file is probably in a comma separated variable (CSV) format, which basically uses a comma as a delimiter between fields. If the report gives you an option to choose a file, look to see if Excel is an option.
Other than that, there is always the handy REPLACE() function in Excel.
