Multi-Order email notifications not going out

I can't get the Multi-Order shipping tool to send out emails to customers automatically. Therefore, customers are always asking me for their tracking info. I have selected the checkbox "Send email notification to recipient" in the Edit-Settings dialog, but no emails go out.

 

If I add tracking info to an individual transaction, an email does get sent by PayPal. But the whole point of Multi-Order shipping is to streamline multiple orders. I don't want to go in to every order every day and add the tracking info one at a time! Does anybody else have this problem? Do I have to quit PayPal and go to another service to get reliable multi-order shipping done?
