I've changed the frequency in which the Balance Manager transfers money from my checking account to my pay Pal account several times. The information is posted accurately. The transfer dates are when I want.
However, the Balance Manager keeps transferring it weekly, even when I move the start dates up a month or more. How does this get resolved?

The information is posting correctly and it has the right transfer dates, but I'm not sure what you mean by "transferring weekly".
Since the funds are coming from your bank account, there is a lag between when you request the funds and when they appear in your account. This may be the week lag you are referring to.
