You want my SSN? Send me the proper IRS Form first.

If PayPal wants my SSN, why don't they send me a proper IRS form like everyone else does? I do not want to just press a button and fill in my SSN. I want a legal form from the IRS to fill out and send back, like a W9 or something. And in the meantime they shouldn't get to just hold 100% of my incoming payments from my job until I give them my SSN.  This doesn't seem right.

I don't choose to use PayPal to get my paycheck. Unfortunately, It is the only option my "employer" gives me (I'm a subcontractor, and I pay my taxes quarterly to the IRS).  I have no problem giving my SSN to the company who actually pays me and who I perform work for. 

I also understand there is a new law that PayPal has to follow, but I called the IRS and they said I do not have to give them my SSN.  PayPal IS allowed to keep 24% to forward to the IRS on my behalf, but they ARE NOT allowed to keep 100%, as they are doing.  Yes, PayPal has given themselves a lot of power, which is one of the main reasons I do not want to give them my SSN. I don't trust them, and I think them keeping 100% of my earnings until I do what they say is a good reason why.

Just for an update, PayPal has continued to keep 100% (ALL) of my paychecks.  ALL OF IT.  How is this legal?  The IRS said I am breaking no laws by not giving them my SSN.  If they feel they must keep 24% of it, then fine.  But how can they legally keep ALL of it??? They initially said they would release all but 24% of it in April, but now they're saying June!!  I have had to leave my job over this.  This is WHY I don't trust PayPal and why I don't want to give them any control over any of my sensitive information.  They are dishonest and bullies, if not downright blackmailers, as they have said more than once (If you give us your SSN, we will release your funds immediately).  What does THAT sound like to YOU?
