Quicken 2019 to PayPal Error - Useraction required at site - Error 108

I started getting this error on 10/26 when I attempt to connect Quicken 2019 to PayPal.

AGGREGATOR_IN_ERROR (END_USER_ACTION_REQUIRED_AT_FI:ccscrape. 108)

I can log into my PayPal account just fine and it doesn't ask me to do anything so I don't know what User Action is required. Within Quicken I have 'deactivated' my PayPal account and attempted to reconnect it. I get the same error.

 

What do I need to do?
