i got a email saying someone hacked sellers account and they removed item and for me to cancel pay ment i go ebay says paypal wont allow despute i go paypal no canel button and says go ebay resolution guessing ,y need to do over the phone put this takes the mick having to wait over a month for a refund when they know it was dodgy
If the email was genuine and NOT a spoof?? then you can open a dispute for non-receipt of item or whatever the correct option is via the resolve a problem link lower left of your paypal summary page and going from there.

ok then if there is no CANCEL option it means that the seller has either made a mistake with the email address you paid to OR he has not verified that email address yet.
IF he manages to sort the problem then the payment may go through and it would change to completed.
If he does not manage to sort the problem then the pending status 'times out' 30 days post payment and the transaction voided.
